Yes. It reads your pages like any other site, so it can answer questions about shipping, returns and your policies. It does not read live stock levels or order status, so it will not tell a customer whether a particular item is in stock right now.
No. The script is about 6KB and loads after your page, so it has nothing to do with how fast your content appears. The chat panel itself is only fetched when a visitor actually clicks the button, so most people never download it at all.
